Who Are We?

NFFE Local 1919 is comprised of bargaining unit employees within the following programs of the U.S. Forest Service. For more information, please reference NFFE Master Agreement Appendix A.

  • Washington Office- All nonprofessional employees employed by and assigned to U.S. Department of Agriculture (USDA), Forest Service Headquarters and located in the metropolitan area, Washington, DC.
    • Metropolitan area is defined as a 50 mile radius
  • Ecosystem Management Coordination- all professional and nonprofessional employees employed by Forest Service Ecosystem Management Coordination. 
  • Field Services & Innovation Center (FSIC), Geospatial Office- all professional employees of the FSIC Geospatial Office. 
  • Field Services & Innovation Center (FSIC), Water Resources- all professional employees of the National Forest System, FSIC, Water Resources.
  • Grey Towers National Historic Landmark- All nonprofessional employees of the Forest Service
    employed at the Grey Towers National Historic Landmark.
  • International Programs- All professional and nonprofessional employees of the Washington Office International Program who are located outside of the Washington D.C. metropolitan area. 
  • Lands, Minerals, and Geology- All professional and nonprofessional employees of the Forest Service WO Lands, Minerals, and Geology Program.
  • Policy Office- all professional and nonprofessional employees employed by the U.S. Forest Service, Washington Office, National Forest System, Policy Office.  
  • Procurement and Property Services- all professional and nonprofessional employees employed by the U.S. Forest Service, Washington Office, National Forest System, Policy Office. 
  • Research and Development Deputy Area- all professional and nonprofessional employees employed by the U.S. Forest Service, Washington Office, Research and Development Deputy Area.

Eligibility

You determine your eligibility as a Bargaining Unit Employee (BUE) by reading your SF-50 (Notification of Personnel Action) to locate and identify your Bargaining Unit Status (BUS) Number.

  • You need your latest SF-50. You can obtain your latest SF-50 from your eOPF.
  • Once you you have your SF-50, look at Block 37.
    • BUS Code 7777: Eligible for representation, but not currently in a recognized bargaining unit (no union yet).  
      • Please contact nffe.1919@proton.me from a personal device and email during personal time if you are interested in organizing and joining. 
    • BUS CODE 8888: Ineligible for any bargaining unit (often management, supervisors, or excluded positions).  
      • If you believe this BUS code is a mistake, submit a ticket with HRM for a BUS code correction and inform nffe.1919@proton.me
    • BUS CODE 2009: Exclusive representation under NFFE
  • Block 37 of the SF-50 form refers to the bargaining unit status of your position. This block indicates whether the position is covered by a collective bargaining agreement. It is important to remember that a position is assigned a BUS code, not an employee. When an employee leaves the position, the BUS code remains with that position. If they take a position in another unit, the new position may have a different BUS code which will be reflected on the new SF-50.
  • Employees are not obligated to become members simply because they are in a bargaining unit. Nor is Union membership automatic just because the position is in a Bargaining unit. Employees must pay Union dues to become official members. Employees are covered by the negotiated contract of that unit and have a right to Union representation regardless of membership.
